The Code of Practice for Horse Drawn Vehicles, contains guidance jointly reviewed and agreed by The Department of the Environment, Transport and the Regions, The British Driving Society, The British Horse Society, The Heavy Horse Driving Committee, The Joint National Horse Education & Training Council and the International League for the Protection of Horses.  The Code applies to all types of horse drawn vehicles used on the road, but is primarily aimed at vehicles used for ‘hire and reward’, i.e. weddings, funerals, tourist rides.  The Code provides a guide to minimum levels of competence of drivers of horse drawn vehicles, details of vehicle safety checks, suitability of horses and harness.  Though not a legal document, compliance with the code is an effective way of demonstrating an operator is operating with due diligence.

Mark Evans Carriage-Master complies with the Code of Practice in all aspects.

Mark Evans, BDS 4, LHHI(Regd.)

As a qualified Light Harness Horse Instructor LHHI, and having passed the British Driving Society (BDS) proficiency test at level 4, Mark is the only instructor in Wales qualified to teach carriage driving with a single horse, pairs of horses, tandem teams, and a four-in-hand teams.

Mark, is also one of the few professional Coachmen, with all the requisite Carriage Driving qualifications and experience, to satisfy the requirements of the Department of the Environment, Transport and Regions (DETR), Code of Practice (COP), with respect to driver competency.

Goods Vehicle Operators Licence

Any person using a motor vehicle on a road with a gross plated weight of more than 3.5 tonnes to carry goods (or burden ) connected with any trade or business requires a Goods Vehicle Operators Licence.  You need the licence even if you only use the vehicle for one day.  Additionally drivers of such vehicles must comply with the ‘Drivers’ Hours and Tachograph Rules for Goods Vehicles in the UK and Europe’.

Welfare in Animal Transport Order (WATO)

The Welfare in Animal Transport Order requires any person who transports animals as part of a business or commercial activity to be authorised as an animal transporter.  Transporter authorisations are issued by the State Veterinary Service (SVS)

From 5 January 2008 drivers and attendants of road vehicles used for the transportation of horses over 65Kms are required to hold valid certificates of competence.

Mark has the necessary transporter authorisation and certificates of competence.  Furthermore, Mark is trained and qualified to assess candidates for the certificates of competence, for both drivers and attendants.
